Union Profiles

UTD
The United Teachers of Dade (UTD) is the exclusive bargaining agent for Miami-Dade County Public Schools' (M-DCPS) with approximately 31,000 full and part-time teachers, paraprofessionals, school support personnel, and office employees.

UTD is affiliated with the Florida Education Association/United (FEA/United), the American Federation of Teachers (AFT), and the American Federation of Labor-Congress of Industrial Organizations (AFL-CIO).

Ms. Karla Hernandez-Mats is the Union’s President, Mr. Antonio White is First Vice President, Ms. Mindy Grimes-Festge is UTD's Secretary/Treasurer.

The current M-DCPS/UTD contract is effective until June 30, 2017.



AFSCME
The American Federation of State, County, and Municipal Employees (AFSCME), Local 1184, is the exclusive bargaining agent for Miami-Dade County Public Schools' (M-DCPS) with approximately 7,300 full and part-time general labor and craft employees. These employees are involved in a wide range of essential support service activities such as student transportation, vehicle maintenance and repair, custodial and general maintenance, food service and materials management and distribution.

AFSCME is affiliated with AFSCME, Council 79 at the state and the national level.

Ms. Vicki Y. Hall is the Union's President.  Mr. Greg Allen is AFSCME’s Vice President.

The current M-DCPS/AFSCME contract is effective until June 30, 2018.



DCSMEC
The Dade County School Maintenance Employee Committee (DCSMEC) is the exclusive bargaining agent for Miami-Dade County Public Schools' (M-DCPS) with approximately 800 maintenance and trade employees (electricians, plumbers, painters, roofers, network support technicians, etc.).  These employees are responsible for repairing and maintaining the District’s 400+ schools and office buildings.

Mr. Rolando (Roly) Sardinas is the Business Representative/Chief Negotiator for DCSMEC.  Mr. Arthur (Art) Bowra is the Union's Business Agent/Financial Secretary Treasurer. Mr. Luis Pla is the Union’s President. 

The current M-DCPS/DCSMEC contract is effective until June 30, 2018.



DCSAA
The Dade County Schools Administrators' Association (DCSAA) is the exclusive bargaining agent for Miami-Dade County Public School's (M-DCPS) with approximately 330 professional and technical employees (programmers, systems analysts, budget analysts, construction specialists, etc.).

Mr. Jesus (Ernie) Brito is the Union’s President.

The current M-DCPS/DCSAA contract is effective until June 30, 2018.



FOP
The Florida State Lodge, Fraternal Order of Police (FOP) is the exclusive bargaining agent for Miami-Dade School Police Department (M-DSPD) with approximately 191 officers.  These employees are sworn police officers with arrest powers where violations of law occur on Miami-Dade County Public Schools (M-DCPS) properties.

Sergeant Alejandro (Al) Palacio is the President of Lodge #133.

The current M-DCPS/FOP contract is effective until June 30, 2018.



MANAGERIAL EXEMPT EMPLOYEES
There are approximately 1,400 Miami-Dade County Public Schools’ (M-DCPS) managerial/exempt employees. These employees are in positions determined by the Public Employees Relations Commission (PERC) to be exempt from the collective bargaining process. Included in this segment of the M-DCPS workforce are principals, assistant principals, and designated region and district office administrators.

Current agreements with MEP are developed through “Meet and Confer Sessions” with representatives from the Dade Association of School Administrators (DASA) and the Superintendent of Schools.

Mr. Delio Diaz is the Executive Director.  Mr. Derick McKoy is the current DASA President.



CONFIDENTIAL EXEMPT EMPLOYEES
There are approximately 200 Miami-Dade County Public Schools’ (M-DCPS) secretaries and support staff in positions determined by the Public Employees Relations Commission (PERC) to be exempt from the collective bargaining process because they handle or have access to confidential collective bargaining workpapers.

Representatives from this group of employees engage in periodic "Meet and Confer Sessions” with the Superintendent of Schools or his designee(s) to discuss matters of interest and concern.

Ms. Jasmin Crawford is the current Confidential Exempt Personnel (CEP) employee representative.

The Board has approved a comprehensive set of personnel policies and guidelines that set forth working conditions for these employees. The salary schedule of these employees is contained in the Salary Handbook.
